DCB-0103-B — Collaborative NOP

The NOP is developed as one continuum from planning to execution, providing common awareness on imbalances, hotspots, DCB measures and CDM status and improved accuracy and reliability of shared data and prediction.
It will provide the means for monitoring the planning processes and related collaborative decision-making. It will be expanded to support airspace configurations planning, collaborative flight planning (incl. SBT, RBT, UDPP) and to support on-line network performance monitoring. It will provide a prognosis of network performance and enables stakeholders to assess the impact of their intentions and actions vs. agreed overall optimum. The NOP draws on the latest available information shared via SWIM and managed to the required level of service.

Rationale
Step 2 builds on the information structure established in Step 1. The main objectives are to move to performance-driven actions, and anticipate as much as possible, providing time to develop, organise and coordinate complex decisions. This will be facilitated by better quality information, and increased interactivity between the Network Manager and stakeholders (more automated interactions enabled by SWIM).
