CM-0200-D — Flight-centric flow-based ATC in TMA

In TMA OE within the approach function, where traffic is organized in patterns of arriving and departing flows and overflights, Flight Centric flow-based ATC could be applied.
The flights are allocated to different Flight Centric ATCOs according to traffic flows (arrivals, departures, overflights).
Regarding conflict detection and resolution (CD&R) there are advanced tools needed (for example with what-if/what-else functionality and/or resolution proposals) as well as CD&R strategies to determine the ¿conflict responsibility¿.

Rationale
The major expected benefit is the increase of Cost Efficiency (ATCO Productivity).
