IS-0205 — Digital Integrated Briefing for pre-flight phase

The information required for pilot briefing on the ground (including at gate) is available in digital format. Its presentation takes benefit from the enhanced filtering, sorting and graphical possibilities offered by the digital data. The digitally enhanced briefing, integrating AIS, MET and other relevant information (ATFM, FUA), is presented in an interactive manner and is also accessible on board of the aircraft, on EFB-like devices.

Rationale
The current integrated briefing concept is based on aeronautical and meteorological information available in paper and/or teletype message format. The integration aspect addresses mainly the 'single access point' for all required AIS, MET and ATFM information, to overcome scattered access through different facilities and services. The concept also covers avoidance of multiple briefing reports per information type, targeting a single, tailored briefing report..
This leads to pre-flight briefing bulletins that are in the range of 10-30 pages for an intra-European flight and of 40-70 pages of text for international flights. The pilots are increasingly unable to read and understand this amount of text data and the situation continues to deteriorate as the number of NOTAM is constantly increasing (it has tripled in the last 10 years). This situation is expected to even worsen as the European airspace becomes more dynamic, implementing the operational concepts arising from SESAR. The ability to provide a clear and comprehensible operational picture will become a key enabler for the overall ATM system safety, regularity, economy and efficiency.
The provision of Digital NOTAM and digital MET/Flight/ATFM data will enable to radically improve the situation. This will enable a much better filtering of the information that needs to be presented to the pilot and a better presentation format (charts/graphics where appropriate, interactive briefings, provision of briefing data to EFB like devices). Such improvements can be implemented by both ANSP (when providing the minimal briefing service imposed by ICAO) and airline operational services or commercial service providers.
In addition, compared to the current integrated briefing concept, the Digital Integrated Briefing operational concept addresses that the required digital data is made available to the briefing systems through SWIM compliant services.
