Uniform application of the rules associated with the 7 ICAO airspace classes at or below FL 195.

Rationale
Ensure common adoption and uniform application of airspace classes in the EU and ECAA States. Airspace classification should be appropriate to the traffic operating in the airspace. Move towards a continuum of airspace not constrained by national boundaries, making the transition from the airspace of one State to that of another transparent to the flight-crew, together with a reduction in the complexity of associated operational procedures. Simplification may also be realised through the definition and use of a common transition altitude. The expected benefit are: increased safety, increased efficiency in terms of quality of service provided and facilitated cross-border co-operation, enhanced through the use of common criteria for the same types of airspace.
